The festival is named for and was founded by trumpeter Melton Mustafa Sr., a Miami native who played with the Count Basie Orchestra and led his own big band. It is based at the Florida Memorial University Lou Rawls Center for the Performing Arts in Miami Gardens. The 29th edition ran February 26 to March 1, 2026; the 30th is scheduled for February 25 to 28, 2027 under the banner 'Thirty Years of Blues, Bop and Beyond'.
The weekend is structured around a headline concert with a VIP tier, jazz mixers and youth jazz workshops taught by the featured artists, and sponsorship income is directed at that educational side. The 2026 edition was dedicated to Dr. Dawn Batson, Esaa Mustafa, Zakiyyah Mustafa and Melton Mustafa Sr., all of whom had died since the festival began.
