Founded in 1995 and produced by MICA, the festival uses three stages in Old Town, Cold Plunge, Fish Ladder and UrbanBeat, and charges modest per-day admission, from $5 on Wednesday to $15 on Thursday with the Friday-to-Sunday days at $10 each. It draws roughly 5,000 people a year across more than twenty hours of programming, including clinics and children's activities, and the Sunday is given over to a gospel festival.

Its billing emphasizes Michigan composers alongside regional and national performers, and sets are streamed on Vimeo for people outside Lansing. The festival is bound up with the neighborhood's history: MICA credits it with helping turn Old Town from a district of vacant buildings in the 1980s into one of the country's early urban Main Street districts, now full of galleries, restaurants and shops, and the area carries a social district designation during the festival.
